Version 2.9.13 of Restrict Content Pro added new registration fields for Terms of Agreement and Privacy Policy Agreement. These can be enabled in Restrict > Settings > Misc.
When enabled, new checkboxes are added to the registration form and they must be selected in order for the form to be submitted.
