The Comments Settings section helps customize options specific to the Builder theme. Most comments settings for your site are set in your WordPress settings on the Settings > Discussion page, but this section allows you to choose which content types should display comment counts, actual comments, the comment form, and "comments are closed" messages — either on media, pages or posts. You can also choose what should be displayed if comments have been disabled for a specific entry, such as "comments are closed" or a custom message in place of the comment entry form.
